INSTITUTIONALIZE REAGAN'S PHILOSOPHY.(Perspective)

President Reagan's Supreme Court appointments last week were of major importance to the determination of social and legal issues in this country.

By naming the strongly conservative Associate Justice William H. Rehnquist as chief justice to replace retiring Warren E. Burger and appointing another conservative activist, Appellate Judge Antonin Scalia, to the Supreme Court, the President was moving toward one of the most ambitious goals of his presidency.

That goal is to have a conservative majority on the Supreme Court to safeguard the continuation of his policies after he leaves the White House.
